         Palvelu toteutetaan puitejärjestelynä yhden (1) puitesopimustoimittajan kanssa.

         Liikennevirasto toimi hankinnassa päävastuullisena hankintayksikkönä.

         Hankittava palvelu sisältää rautatieasemia ja seisakkeita, niiden yhteydessä olevia bussiterminaaleja ja niiden lähialueilla, liikennepaikoilla, liityntäpysäköintialueilla sekä mahdollisesti junissakin tapahtuvaa vartiointia ja järjestyksen valvontaa. Järjestyksenvalvonta- ja vartiointipalveluun kuuluu myös tunneleita, hankintayksiköiden hallinnoimia varikkoalueita, VAK-ratapihoja sekä radan teknisiä tiloja. Vartiointi- ja järjestyksenvalvontapalveluun liittyy keskeisesti turvavalvomo, joka sijaitsee tällä hetkellä Pasilan virastotalossa. Hankintaan sisältyy em. turvavalvomon henkilöstö. Palvelulla tarkoitetaan myös Helsingin seudun liikenne -kuntayhtymän bussilinjastolla, pysäkeillä, bussiterminaaleissa ja linja-autoissa tuotettavia palveluja sekä Paloheinän tunneliin liittyviä järjestyksenvalvonta- ja vartiointipalveluja. Palveluun sisältyy myös matkalippujen tarkastajien avustavia järjestyksenvalvontapalveluita.

Liikenneviraston kanssa tehty sopimus ei merkitse sopimuksen syntymistä muiden hankinnassa mukana olevien hankintayksiköiden kanssa. Muut hankinnassa mukana olleet hankintayksiköt solmivat omat sopimuksensa/tilaukset puitesopimustoimittajan kanssa päättäessään hankkia palveluita hankitun puitejärjestelyn kautta.
