Palveluntuottaja luovuttaa tilaajan käyttöön kuorma-autoja kuljettajineen tekemään palvelukeskuksen toimialaan (kadut, puistot, kentät sekä vesijohdot, viemärit, kaapelit, jätehuolto ym.) kuuluvia kuljetustöitä tilaajan työnjohdon antamien ohjeiden ja määräysten mukaisesti. Uudenkaupungin Satama Oy:n toimintaan kuuluvat työt tehdään sataman työnjohdon antamien ohjeiden ja määräysten mukaisesti. Hankinta koskee vain yksilöimättömiä kuorma-autojen vuokrauspalveluja. Laajat yksilöidyt hankinnat, jotka saattavat sisältää kuorma-autojen vuokrauspalvelua, kilpailutetaan erikseen.

        Hankintaa ei ole jaettu hankintalain 75 §:ssä tarkoitetulla tavalla osiin, koska hankintaa ei ole mahdollista jakaa pienempiin osakokonaisuuksiin niin, että hankinta olisi järkevällä tavalla toteutettavissa.

        Hankintaan sovelletaan lakia julkisista hankinnoista ja käyttöoikeussopimuksista (1397/2016).
