Enne — forecasting and optimization system for railway traffic.
The Object of Procurement is a delivery of a forecasting and optimisation system for rail traffic (Enne) customised to Client"s needs, inclusive of system maintenance and training and consultation regarding operations development.
Due to the procurement timetable schedule and the existing need, the system sought should be an existing product adaptable to Finland"s circumstances, supplied by a Supplier that has the capability to support introduction of the system and contribute to the development of operations. Finland"s rail network has a number of special characteristics, including an extensive network of which more than 90 % consists of single-track lines, a busy commuter traffic system in the Helsinki metropolitan area, shared use of track by passenger and freight traffic, and disruptions due to weather conditions (slipperiness due to autumn leaves and snowfall).
At Client"s premises in Helsinki and when necessary, at Client"s other premises around Finland.
The Enne system comprises 4 logical components: running time calculation, resource conflict detection, resource conflict resolution and plan publication. ‘Running time calculation’ refers to the forecasting of the running of an individual train, based on timetables, network topology, geometry and restrictions. A resource conflict arises when 2 different parties reserve the same section of track at the same time, for instance because of a timetable deviation. Conflict resolution involves timetable coordination in operations in order to maximise punctuality. In ‘Plan publication’, the new operational plan created to resolve a conflict is communicated to those who need to know.
The Procurement consists of the following components: the information system with which traffic forecasting and optimisation is performed, development and customisation of the system to fit Client"s needs, maintenance of the system once introduced, development of operations, training for the new system.
Phase 2 shall be an option, which Tenderer must offer. Client shall announce the exercising of the option one (1) month before the option is activated. For further information, see Appendix 5en Object of Procurement.
Client shall decide whether to exercise the option to commission Phase 2 after evaluating Phase 1. For further information, see Appendix 5en Object of Procurement.
