         WINMOS II (Winter Navigation Motorways of the Sea II) -hanke on EU CEF -rahoitteinen talvimerenkulun kehittämishanke. Sen tavoitteena on kehittää ja parantaa talvimerenkulkua ja sen turvallisuutta sekä turvata jäänmurron resurssitarpeet myös tulevaisuudessa. Yksi osahanke on jäätä murtavan irtokeulakonseptin kehittäminen.

         Liikennevirasto pyytää tarjousta jäätä murtavan, moottoroidun irtokeulan rakentamisesta ja siihen liitettävän puskijan modifioinnista.

         Irtokeulaa koskevat vaatimukset ovat eriteltynä liitteessä 1 Tekninen erittely.

         Propulsiolla varustettu irtokeula tulee suunnitella jäänmurtajan käyttöön siten, että se voi toimia yhdistettynä puskijaan Saimaan alueella ja Saimaan kanavassa kategoria 1 jäänmurtajana ja myös rannikolla liikennealueella I.

         Irtokeulan suunnittelussa tulee kiinnittää erityistä huomiota sen jäänmurto-ominaisuuksiin eteenpäin ja manöveeratessa niin, että se pystyy toimimaan Saimaan olosuhteissa tehokkaasti jäänmurtajana, kun se on yhdistetty puskijaan.

         Puskija ja irtokeula kytketään yhteen kiinteästi yhdelle korkeudelle. Irtokeula kytketään puskijaan kytkentälaitteilla, jotka suunnitellaan valitun puskijan rakenteen mukaan.
