         Palvelun toimittamisesta vastaava toimittaja työskentelee lähtökohtaisesti toimittajan omissa työtiloissa ja työvälineillä, ellei toisin sovita.

         Hankinnan kohteina ovat käyttöoikeudet ohjelmistoon ja käyttöympäristöön sekä asiantuntijatyö. Asiantuntijoista muodostettavan kehitystiimin tehtävänä on verkkopalvelun uudistamiseen liittyvä suunnittelu,- toteutus- ja testaustyö sekä projektivaiheen jälkeen jatkokehitys- ja ylläpitotyö.

         Tavoitteena on rakentaa palvelut hankkimalla asiantuntijatyöhön kehitystyötiimi projektivaiheeseen ja jatkuvan palvelun aikana tapahtuvaan kehittämiseen.

         VRK varaa mahdollisuuden laajentaa hankinta koskemaan myös ulkoisia verkkopalveluja (www.vrk.fi ja eevertti.vrk.fi ).

         Hankinta sisältää myös julkaisujärjestelmän yhden päivän koulutuksen erikseen pääkäyttäjille ja sisällöntuottajille ja VRK:n omaan käyttöön tulevat käyttöohjeet.
