        Espoon kaupunki (myöhemmin myös tilaaja) pyytää tarjousta avannetarvikkeista tarjouspyynnön ja sen liitteiden mukaisesti.

        Espoon kaupunki jakaa avannetarvikkeita omahoitotarvikkeina kotijakeluna noin 315:lle käyttäjälle. Espoolaisia avannepotilaita on yhteensä noin 340. Avannetarvikkeita hankitaan myös kaupungin eri yksiköihin esimerkiksi kotihoidon käyttöä varten.

        Hankinta tullaan jakamaan ja toimittajia valitaan useita, koska tuotevalikoiman tulee olla riittävän kattava täyttämään asiakkaiden erityistarpeet.

        Espoon kaupunki ostaa yhden (1) asiakkaan avannehoitotarvikkeet samalta toimittajalta. Loppukäyttäjälle valitaan parhaiten soveltuvista avannetarvikkeista hinnaltaan edullisin tuote.

        Hankinnassa käytetään Sailab Fennica -luokitusta. Hankintayksikkö hyväksyy Sailab-luokituksen mukaisesti olevat kokomerkinnät.

        Sopimuskausi on kaksi (2) vuotta, johon sisältyy kaksi (2) yhden (1) vuoden mittaista optiokautta. Sopimus tulee voimaan allekirjoitushetkellä.

        Tarjouksen voi tehdä yhdelle tai useammalle osa-alueelle.

        Tähän osa-alueeseen tarjoajat voivat tarjota avannetarvikkeita. Tarjouksen voi tehdä yhdelle tai useammalle kohderyhmälle. Tarjoaja täyttää tuotteet, joita tarjotaan tähän osa-alueeseen, Hintaliitteelle 1.

        Espoon kaupunkin tulee valitsemaan kilpailutuksen perusteella kyseiselle osa-alueelle useamman toimittajan.

        Kilpailutuksen perusteella on tarkoitus muodostaa hankintalain mukainen puitejärjestely niin, että avannetarvikkeiden osa-alueen 1) jokaiseen kohderyhmään valitaan neljä (4) toimittajaa, mikäli hyväksyttyjä tarjouksia on riittävästi.

        Tähän osa-alueeseen tarjoajat voivat tarjota avannetarvikkeisiin liittyviä lisätuotteitaan sekä suolenhallinta- ja suolentyhjennysjärjestelmiä. Tarjouksen voi tehdä yhdelle (1) tai useammalle kohderyhmälle. Tarjoaja täyttää tuotteet, joita tarjotaan tähän osa-alueeseen, Hintaliitteelle 2.

        Jokaiseen osan kohderyhmään valitaan yksi (1) kokonaisedullisesti edullisimman tarjouksen jättänyt toimittaja. Selvyyden vuoksi todetaan, että hankinnan osa-alueeseen 2) Avannetarvikkeiden lisätarvikkeet sekä suolenhallinta- ja suolentyhjennysjärjestelmät ei sovelleta puitejärjestelyä.
